 اِنسَانی حَقُوق کا تَصوّر کَئی سو سَالوں سے اِنسَانی ذِہنوں میں موجُود ہَے اور یہ پُورِی دُنیا کے اَندر معَاشروں میں اِنصَاف، مَسَاوَات اور آزَادِی کو فَروغ دِینے کے لیے بُنیَاد کا کام کرتا ہَے۔

 پَسِ مَنظَر

اِنسَانی حَقُوق کی جَڑیں قَدِیم تَہذِیبُوں سے مِلتی ہَیں، جَہاں ضَابطہء اِخلاَق اور اِنصَاف کا مَقصد معَاشِرِے کے اَندَر اَفرَادکی حِفَاظَت کَرنا ہَوتا تھا تاہم، اِنسَانی حَقُوق کا جَدِید فَرِیم وَرک دُوسرِی جَنگِ عَظِیم کے دورَان ہَونے والے مُظَالِم کے بعد تَشکِیل پایا۔ جنگ کی ہَولناکیوں نے بُنیَادِی حَقُوق کی اہمیت بیحد کم کر دی ۔اس کےبعد ایک عَالَمگِیر سیٹ کی ضَرُورَت پَر زوردِیا جو اِس طَرح کِی زِیَادتِیُوں کو دوبَارہ ہَونےسے روکے۔

اِنسَانی حَقُوق کَا اِعلاَمِیہ

اِنسَانی حَقُوق کی تَرقِی میں ایک اہم ترین سَنگِ مِیل اِنسَانی حَقُوق کا عَالمِی اِعلاَمِیہ (UDHR) ہَے، جِسے اَقوَامِ مُتَّحِدَّہ کی جَنرَل اِسَمبلِی نے 1948 ءمیں اَپنایا تھا۔ UDHR بُنیَادِی حَقُوق اور آزادِیُوں پر عَالمِی اِتفَاقِ رَائے کِی نُمَائندَگِی کَرتا ہَے جِن کا عَالمِی سَطَح پر تَحَفُظ کیا جانا چاہیے۔ جو شہری، سِیاسِی، اِقتِصَادِی، سَماجِی اور ثَقَافتِی حَقُوق کا اَحَاطہ کرتا ہَے۔

اِنسَانی حَقُوق کے زمرے

اِنسَانی حَقُوق کو تین اہم گروہوں میں تَقسِیم کیا جا سکتا ہَے:
 
شہری اور سِیاسِی حَقُوق 
شہری اور سیاسی حَقُوق میں زِندَگی کا حَق، تَقرِیر کی آزادِی، اور مُنصِفَانَہ ٹرَائل کا حَق شَامِل ہَے۔
 اِقتصادِی، سَماجِی اور ثَقافتِی حَقُوق
 معاشی، سَماجِی اور ثَقافتِی حَقُوق تَعلِیم، صِحَت کی دِیکھ بَھال، اور مُناسِب مَعیَارِ زِندَگِی کے حق کو گھِیرےہُوئے ہَیں۔
اِجتماعی حَقُوق
 اِجتما عی حَقُوق مَخصُوص طَبقَات، مَقامی لوگوں یا اَقلِیَتِی بَرادَریوں کے حَقُوق کا تَحَفُظ کرتے ہَیں۔

 دَرپِیش مَسَائل

اِنسَانی حَقُوق کے فَروغ اور تَحَفُظ میں پِیش رَفت کے بَاوجُود بُہت سَارے مَسَائل بَدستُور مُوجُود ہَیں۔اِنسَانی حقوق کی خِلاف وَرزِیاں دُنیا بھر میں ہوتی ہیں، آزادِیء اِظہَار پر پَابندِیوں سے لے کر تَشدّد اور اِمتِیَازِی سَلُوک تک۔ نَسَل، جِنس، مَذہب یا جِنسِی رُجحَان کی بُنیَاد پر عَدم مَسَاوَات اور اِمتِیَازِی سَلُوک سب کے لیے مُکَمل اِنسَانی حَقُوق کے حَصُول میں اَہم رُکاوٹِیں ہَیں۔ مَزِید بَرآں، اِنسَانی حَقُوق کی خِلاف وَرزِیُوں کے لیے جَوابدَہِی کا فُقدَان تَرقِی کی راہ میں رُکَاوَٹ ہَے ۔

اِنسَانی حَقُوق کی تَنظِیمِیں 
مُتَعدّد سَماجی تنظِیمِیں
مُتَعدّد سماجی تَنظِیمِیں اور اَفراد مُلکی اور بِین الاَقوامی سَطَح پَر اِنسَانی حَقُوق کے فَروغ اور دِفَاع کے لیے کوشَاں ہَیں مثلاً پَاکِستان میں ایس ایس ڈی او (تنظِیم بَراے پا ئیدارسَماجی تَرقی ) ریسَرچ اور ایڈوکیسی پَروگَرامز کےذریعے لوگوں خَصوصاً نوجَوانوں اور خَواتِین میں اِنسَانی حَقُوق کی آگاہی کے لیے سَرگرم ہے۔ اور بِین الاَقوامی اداروں کے ساتھ مِل کر اہم َکردار اَدا کرتی ہَے۔

اِنسَانی حَقُوق کے مُمتَاز کَارکُن
مَارٹن لُوتَھر کِنگ جُونِیئر، نے اپنی زِندَگی اِنسَانی حَقُوق کے مَقَاصِد اور مُتَاثِر کُن تَبدِیلِی کے لیے وَقف کر دی ۔

پِیش رَفت

 بہت سَارے مَسَائل ابھی تک بَرقَرار ہَیں، لیکن عَالمِی سَطَح پَر اِنسَانی حَقُوق کو آگے بَڑھانے میں پِیش رَفت ہوئی ہَے۔ دُنیا کے مختلف حِصّوں میں مُثبَت تَبدِیلِیاں دِیکھنے میں آئی ہَیں، جہَاں وَکالت اور آگاہی کی مُہمُّوں نے قَانُونی اِصلاَحات کیں ہَیں، جو کَمزور طَبقُوں کے لیے زیادہ تَحَفُظ کو یَقِینِی بناتی ہَیں۔ اِنسَانی حَقُوق کی وَکَالت کے اَثرَات کو پَسمَاندَہ معَاشِرے کی بَڑھتی ہوئی پِہچَان اور شَمُو لِیّت ، تَعلِیم اور صِحَت کی دِیکھ بَھال تک بِہتَر رَسَائی، اور صَنفِی مَسَاوَات کے فَروغ میں دِیکھا جا سکتا ہَے۔

دورِ حَاضِر کے مَسَائل

جَدِید دور میں اِنسَانی حَقُوق کے دَائرے میں کئی اہم مَسائل توجہ طَلب ہَیں ۔ بڑھتی ہوئ عدم بَرداشت، پَناہ گَزِینُوں کا بُحرَان اور بڑے پِیمَانے پر نَقَل مَکَانی اِنسَانی حَقُوق کے تَحَفُظ کے لیے اہم چَیلِنجز ہَیں۔ بے گھر اَفراد کو اَکثر مُشکلات، اِمتیَازِی سَلُوک اور اُن کے بُنیَادِی حَقُوق کی خِلاف وَرزِیوں کا سَامنَا کرنا پڑتا ہَے۔ ایسے جَامِع حَل تیار کرنے کے لیے کوشِشُوں کی ضَرُورَت ہَے جو نَقَل مَکَانی کی بُنیَادِی وَجُوہات کو حَل کریں اور ضَرُورَت مَندوں کو اِنسَانی اِمدَاد فَرَاہم کریں۔
خَواتِین کے حَقُوق
صَنفِی مَسَاوَات اور خَواتِین کے حَقُوق اہم شُعبے ہَیں جَہاں تَرقِی کی ضَرُورَت ہَے۔ نُمایَاں پِیش رَفت کے بَاوَجُود خَواتِین کو اِمتیَازِی سَلُوک، تَشدّد اور وَسَائل اور مَواقِع تک مَحدُود رَسَائی کا سَامنا ہَے۔ خَواتِین کو بَااِختیَار بَنانا اور صَنفِی مَسَاوات کو فَروغ دینا نہ صرف اِنسَانی حَقُوق کو بَرقرَار رَکھتا ہَے بلکہ معاشِروں کی مَجمُوعِی تَرقِی اور بَہبُود میں بھی حِصہ ڈالتا ہَے۔

اِنسَانی حَقُوق اور عالَمگِیریّت

 عالَمگِیریّت، اپنے باہمی رَبط اور تَکنِیکی ترقی کے ساتھ، اِنسانی حَقُوق کے لیے مَوَاقِع اور چَیلِنجِز دونوں پیش کرتی ہَے۔ ایک طرف، ڈِیجِیٹَل دور نے مَعلُومات کے تَبادلے، کارکنُوں کو مُتحرِّک کرنے اور اِنسَانی حَقُوق کی خِلاف وَرزِیوں کو بے نَقَاب کرنے میں سَہُولَت فَراہم کی ہَے۔ سوشَل مِیڈِیا پَلیِٹ فَارمز بِیدَارِی بڑھانے اور پَسمَاندَہ آوازوں کو بڑھانے کے لیے طَاقَتور ٹُولز بَن چُکے ہَیں۔ دُوسری طرف، رازدَاری کے حَقُوق کی خِلاف وَرزی، آن لاَئن ہَراساں کرنے اور نِگرانی کو آسان بنانے کے لیے ٹیکنَالوجِی کا بھی غَلط اِستِعمال کیا گیا ہَے۔

گَلوبَل دُنیا میں مَعِیشَتُوں اور قومُوں کے باہمِی اِنحِصَار کے اِنسَانی حَقُوق پر اَثرات مُرَتّب ہوتے ہَیں۔ اِقتِصَادِی پالِیسیَاں اور تَجَارتِی مُعَاہدے مَزدُورُوں کے حَقُوق، کام کے حَالات، اور ضَرُوری خِدمات تک رَسائی کو مُتاثِر کر سکتے ہَیں۔ یہ یَقینی بنانا بہت ضَرُوری ہَے کہ معَاشِی عَالمگِیر یّت اِنسَانی حَقُوق کے تَحَفُظ، اِستِحصال کو روکنے اور سب کے لیے مُنصِفَانہ اور مَسَاوی نَتائِج کو یَقِینی بنانے کے ساتھ ساتھ چَلتی ہَے۔

نَتیجہ

اِنسَانی حَقُوق ایک مُنصِفَانہ معَاشِرے کی بُنیاد ہَیں، جو ہر فَرد کی عِزت اور فَلاح کا تَحَفُظ کرتے ہَیں۔ جب کہ اِنسَانی حَقُوق کے فَروغ اور تَحَفُظ میں پِیش رَفت ہوئی ہَے، چَیلِنجِز بَدستُور بَرقَرار ہَیں، جِن کے لیے مُسَلسَل کوشِشُوں اور فَعالیّت کی ضَرُورت ہَے۔ یہ حَکُومَتُوں، تَنظِیمُوں اور اَفراد کی اِجتماعی ذِمہ دَاری ہَے کہ وہ اِنسَانی حَقُوق کو بَرقَرار رکھیں اور اِن کی وَکالت کریں، اس بات کو یَقینی بناتے ہُوئے کہ کسی کو بھی اِن کی بُنیادی آزادِیُوں اور حَقُوق سے محرُوم نہ کیا جائے۔

اِنسَانی حَقُوق کی قَدَر کو پِہچَان کر اور مِل کر کام کرنے سے، ہم ایک ایسی دُنیا بنا سکتے ہَیں جَہاں ہر شخص کے ساتھ عِزت، بَرابری اور اِحترام کے ساتھ بَرتاؤ کیا جائے۔

Moreover, this day serves as a reminder of the importance of fostering peace and social harmony among all communities. In this blog post, we will delve into the significance of Minority Day in Pakistan and explore actionable steps we can take to contribute to peacebuilding.

**The Significance of Minority Day in Pakistan**

Minority Day in Pakistan holds historical and cultural significance. On August 11, 1947, the founder of Pakistan, Quaid-e-Azam Muhammad Ali Jinnah, delivered a seminal speech emphasizing equal rights for all citizens, regardless of their religious beliefs. A Mosaic of Cultures: Celebrating Minority Day and Peace in Pakistan

Children growing up in Pakistan, especially those living in poverty, are most likely to be affected by climate change due to anthropogenic activities. As a result, impoverished children disproportionately face severe health issues, food shortages, and traumas as compared to their economically advantaged counterparts. 

Children are physically weak and require specific niche conditions to survive, and thus consequently bear the brunt of hunger and malnutrition due to changes in food supply following floods and natural disasters. 

Hotter temperatures, severe storms, increasing droughts, loss of lands, poverty, and displacement—in all these situations, children pay the highest price. 

These issues disrupt children’s lives and their futures at the developmental stage of their upbringing, resulting in long-lasting trauma. According to a study in the October 2021 issue of Science, children today are projected to experience twice as many wildfires, 1.7 times as many tropical cyclones, 3.4 times more floods, 2.5 times more crop failures and 2.3 times as many droughts as someone born in 1960. 
Climate change affects all children, especially those who are immunocompromised. It has adverse effects on the mental enrichment of children in their developmental years. Longer and more intense heat waves make it dangerous for kids to play outside, while decreased air quality affects children by increasing the likelihood of asthma attacks, allergies, mental health problems, developmental delays, and changes in their genetic makeup.

33 million people, including approximately 16 million children, have been affected by 2022’s heavy monsoon rains in Pakistan, which have brought devastating rains, floods, and landslides. More than 400 children have been killed in the floods, while approximately more than 16 million affected children are without homes and access to safe drinking water while living in unsanitary and unhygienic conditions.

Children are ringing alarm bells about climate change and how it is detrimental to their health and well-being. As a failure on the part of older generations whose activities have sparked these changes, it is the collective responsibility of all relevant stakeholders to ensure that children do not lose their childhood due to disasters and are able to reach their full potential. This can be achieved by addressing climate change leading to reduce food insecurity and adopting responsible policy initiatives to safeguard the lives and future of children in Pakistan.

The World Environment Day is celebrated each year on 5th June. This day raises awareness about the current environmental problems. The main motto of this day is: “Invest in our Planet”. 
It's a bitter fact that we have damaged the balanced environment of the Earth, so now it is our duty to regain it. I simply believe that the first step we take forward should be the step we take as individuals. It is not necessary to join a social campaign or group to work on this. You can start this by working on your own.
 Things to do:
•	Don't forget the three R’s: reduce, reuse, recycle.
•	Avoid single-use items like plastic bags, plastic bottles, etc
•	Conserve water
•	Make your Earth green
•	Educate yourself and others

**Climate Change: Our Responsibility, Our Job to Fix it**

The environment of today's world is facing many challenges including climate change, pollution, deforestation, and loss of biodiversity. We have changed our lifestyle so much in order to create ease for ourselves. But in doing so, we forgot that we are playing with nature's beauty. Almost 2-3 centuries ago the climate was clear and the environment was pure. But now, we have damaged our whole ecosystem. The causes of environmental challenges include human activities such as industrialization, transportation, and urbanization. These activities have led to increased emissions of greenhouse gases, air and water pollution, deforestation, and loss of biodiversity. The effects of a bad environment can be seen in many ways. Climate change can lead to rising temperatures, sea level rise, and more frequent and severe weather events such as hurricanes, droughts, and floods. The flood rate has been increased and so has its intensity. We can change the environment for the better by taking individual and collective action. Some ways to do this include using public transportation or walking instead of driving, conserving water, recycling and reducing waste, using environment-friendly products, and reducing the use of plastic.  We can also support policies and initiatives that promote sustainability and environmental protection. It is important for individuals, communities, and governments to work together to address environmental challenges and create a more sustainable future. It is also equally important for them to take action to address these challenges and protect the environment for future generations.

## **International Conference on Trafficking in Persons**

**25 Years of Global Action Against Trafficking in Persons: Achievements, Changing Trends, Emerging Challenges and New Directions for Human Rights Protection**

## **CALL FOR PARTICIPATION & CALL FOR PAPERS**

The Sustainable Social Development Organization (SSDO), in collaboration with the Institute of Social & Cultural Studies (ISCS), University of the Punjab, is pleased to announce an International Conference on Trafficking in Persons under the theme:

"25 Years of Global Action Against Trafficking in Persons: Achievements, Changing Trends, Emerging Challenges and New Directions for Human Rights Protection"

The conference will be held on 9–10 December 2026 at Islamabad, Pakistan and will bring together leading academics, researchers, policymakers, parliamentarians, law enforcement and criminal justice professionals, migration experts, international organizations, civil society representatives, development partners, students, and human rights practitioners from Pakistan and abroad to participate as audience and as contributors through panel discussions, working groups and presenting research paper.

**Background**

The year 2026 marks twenty-five years of global action against trafficking in persons, following the adoption in 2000 of the United Nations Convention against Transnational Organized Crime (UNTOC) and its Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children (Palermo Protocol). Over the past quarter century, these instruments have established the foundation for international cooperation against trafficking as both a serious transnational crime and a grave human rights violation.

Significant progress has been achieved. Governments have strengthened anti-trafficking legislation, national action plans, specialized institutions and law-enforcement capacities, while international organizations, civil society and academia have contributed to prevention, victim identification, protection, prosecution and rehabilitation. The U.S. Department of State's annual Trafficking in Persons (TIP) Report, published since 2001, has become an important global mechanism for assessing government efforts, highlighting progress and shortcomings, and encouraging stronger action. The UN Sustainable Development Goals, particularly SDG 5.2 and SDG 8.7, and the Global Compact for Safe, Orderly and Regular Migration have further reinforced global commitments to eliminate trafficking, forced labour and exploitation.

Despite these advances, trafficking continues to evolve. Criminal networks increasingly exploit digital platforms, social media, online recruitment, technology, labour migration systems, humanitarian crises, conflict, climate-induced displacement, poverty and irregular migration routes. Emerging forms of exploitation, including technology-facilitated trafficking and forced criminality, present new challenges for victim identification, investigation and prosecution.

At the same time, increasingly complex migration patterns have highlighted the importance of effective migration governance and the prevention of Smuggling of Migrants (SOM). Although TIP and SOM are legally distinct crimes, migrants using irregular routes can face heightened risks of violence, abuse and exploitation and, in some circumstances, may become victims of trafficking during their journey or at destination. Limited safe and regular migration pathways, unethical recruitment practices, weak governance and reliance on informal intermediaries can further increase these vulnerabilities.

The global response also continues to face challenges in implementation, victim protection, access to justice, prosecution, data availability, inter-agency coordination, resources, and sustainable rehabilitation and reintegration. The gap between strong legal frameworks and effective implementation remains a concern in many countries.

The conference therefore seeks to critically reflect on 25 years of global action, its achievements, lessons and remaining gaps, while identifying new directions for the next phase of anti-trafficking efforts. It will examine the interconnected dimensions of TIP, migration governance, SOM, safe migration, labour mobility, organized crime, technology, human rights and sustainable reintegration, bringing together academia, policymakers, law enforcement, international organizations, civil society and practitioners from Pakistan and abroad to develop evidence-based and forward-looking solutions.

**Conference Objectives**

The conference aims to provide a critical, evidence-based and forward-looking platform to reflect on the evolution of the global response to trafficking in persons and to shape priorities for the next phase of international action. Specifically, the conference will:

**CALL FOR PAPERS** 

The organizers invite researchers, academics, practitioners, policymakers, parliamentarians, migration and human rights experts, law enforcement and criminal justice professionals, students, civil society representatives, and other relevant professionals from Pakistan and abroad to submit proposals for presentation at the conference.

The Call for Papers seeks to bring together diverse academic, policy and practitioner perspectives and create a substantive exchange between research and practice. Contributors may propose a paper addressing any of the conference themes outlined above or another closely related issue concerning trafficking in persons (TIP), migration governance, smuggling of migrants (SOM), safe and regular migration, human rights protection, labour mobility, victim protection, or transnational organized crime.

The organizers particularly welcome submissions that generate new knowledge, challenge existing assumptions, document emerging practices, or offer practical and evidence-based solutions to contemporary trafficking and migration challenges.

- Empirical findings that contribute new evidence to the understanding of trafficking, migrant smuggling, exploitation and related vulnerabilities.

The conference particularly encourages interdisciplinary and multidisciplinary submissions that connect trafficking in persons with broader questions of migration, development, labour, human rights, technology, organized crime, governance and social protection.

Contributions may be conceptual, empirical, comparative, policy-oriented or practice-based, provided that they make a clear and substantive contribution to the conference theme and its objective of shaping the next 25 years of global action against trafficking in persons.

International Conference on Trafficking in Persons

The Sustainable Social Development Organization (SSDO), in collaboration with the British High Commission and the Punjab Centre of Excellence on Countering Violent Extremism (CVE), convened a Provincial Policy Dialogue with Parliamentarians on strengthening legislative engagement and institutional coordination for Counter Terrorism (CT) and Countering Violent Extremism (CVE) in Punjab.
Held on 2 September 2026 at Lahore, the dialogue brought together parliamentarians, government officials, law enforcement agencies, and other key stakeholders to discuss institutional coordination, legislative oversight, and the role of parliamentary standing committees in strengthening Punjab’s response to terrorism and violent extremism.
The dialogue also provided an important platform to identify existing gaps and challenges and explore practical ways for parliamentarians and relevant institutions to work together towards more effective, coordinated and preventive approaches to CT, CFT and CVE.

Provincial Policy Dialogue with Parliamentarians on strengthening legislative engagement and institutional coordination for CT and CVE in Punjab

On 30 July, SSDO was proud to co-host the Joint Commemoration of the World Day Against Trafficking in Persons, organized by the Federal Investigation Agency (FIA) in collaboration with UNODC, IOM, UNHCR, ICMPD, IRARA, and SSDO at the Mövenpick Hotel, Islamabad.
Aligned with this year's global theme, "Trapped Behind the Scam," the event highlighted the growing threat of trafficking for forced criminality, where victims are deceived, recruited, and coerced into operating online scam centres and other criminal activities by organized trafficking networks. The discussions emphasized the importance of stronger inter-agency coordination, survivor-centred responses, evidence-based policymaking, and sustained partnerships to identify victims, dismantle trafficking networks, and protect vulnerable communities.
Together, we reaffirm our collective commitment to strengthening prevention, protection, prosecution, and partnerships to combat trafficking in persons and end all forms of exploitation.

Provincial Policy Dialogue on Counter-Terrorism (CT), Counter-Terrorism Financing (CFT) & Countering Violent Extremism (CVE) was held in Peshawar on August 10, 2026, organized by the Sustainable Social Development Organization (SSDO) in collaboration with the Centre of Excellence on Countering Violent Extremism (KPCVE) and the Provincial Assembly of Khyber Pakhtunkhwa, with the support of the British High Commission, Islamabad.

Strengthening Parliamentary Oversight through Institutional Engagement 🇵🇰
As part of the three-day Capacity Building Workshop for Parliamentarians of Balochistan, Punjab and Sindh, organized by SSDO with the support of the British High Commission (BHC), participants visited the National Counter Terrorism Authority (NACTA) for a high-level interactive engagement.
The parliamentarians were welcomed by the DG NACTA and Minister of State for Interior, Mr. Talal Chaudhry, who briefed participants on Pakistan's evolving counter terrorism landscape, the implementation of the National Action Plan (NAP), and the importance of strengthening coordination between federal and provincial institutions to effectively counter terrorism and prevent violent extremism. The interactive session also provided an opportunity for parliamentarians to discuss provincial security priorities, legislative challenges, and institutional mechanisms for enhancing democratic oversight of Pakistan's counter terrorism framework.
The engagement reinforced the importance of sustained collaboration between Parliament, NACTA, and other national security institutions to advance evidence-based policymaking, strengthen legislative oversight, and promote a coordinated national response to terrorism and violent extremism.

Capacity Building Workshop for Parliamentarians of Balochistan, Punjab and Sindh (Day 3)

Murree: A District Orientation Session under the Pakistan Women Leaders (PWL)  Project was organized in Murree by Sustainable Social Development Organization (SSDO), in collaboration with TDEA, PWL is an initiative of UN Women, funded by European Union (EU). The session was attended by representatives of various  political parties, civil society organizations, the Bar Association, media, and other relevant institutions.

The objective of the session was to create awareness among participants about the Pakistan Women Leaders Project and introduce them to opportunities available for women to enhance their participation in political, social, and decision-making processes.

On the occasion, SSDO welcomed the participants and briefly introduced the organization’s work and contributions in the social and development sectors. It was highlighted that women play a vital role in the development of society and that providing them with opportunities for leadership and decision-making is an important need of the time.

During the orientation, participants were briefed in detail about the objectives, activities, and opportunities offered under the project. The Pakistan Women Leaders Project aims to strengthen women’s leadership skills, enhance their confidence, and prepare them to play an effective role in political and social processes.

Participants were also provided practical guidance on the online application process. The different steps for applying through the Pakistan Women Leaders online portal were explained, including how applicants can enter the required information, complete the application form, and submit their applications successfully.Cricket

The participants were informed that the PWL is a 34-month programme being implemented across 57 districts of Pakistan. The programme will provide women with opportunities through training sessions, boot camps, mentorship, networking, and other leadership development activities.

During the session, participants raised questions regarding women’s political and social participation, eligibility criteria, nomination and selection procedures, and other aspects of the programme. Their questions were addressed, and necessary guidance was provided.

The participants appreciated the Pakistan Women Leaders Project as an important initiative for creating leadership opportunities for women and enabling them to play a more meaningful role in society. They emphasized that political parties, civil society organizations, media, Bar Associations, and other institutions should disseminate information about the programme among eligible and talented women in their respective networks so that maximum women can benefit from this valuable opportunity.

Pakistan Women Leaders Initiative Gains Momentum with Murree Orientation

ISLAMABAD:
Information Minister Attaullah Tarar on Tuesday said Pakistan’s fight against terrorism must extend beyond security operations to countering extremist narratives and misinformation, arguing that the country’s experience showed the “perception and narrative war” often began before the actual conflict.

Addressing a capacity-building workshop organised by the Sustainable Social Development Organisation (SSDO) in Islamabad, Tarar said Pakistan had made significant gains against terrorism, but that a policy reversal had subsequently undermined years of counter-terrorism efforts.

“Information managers or narrative builders have to reduce the gap between perception and reality,” Tarar said, stressing the importance of the information battle in countering terrorism.

He said Pakistan had faced major security challenges in Karachi and parts of Khyber-Pakhtunkhwa and Balochistan, prompting the state to introduce the National Action Plan, which he said received support from all stakeholders.

“Federal and provincial governments, the armed forces and other institutions worked together to eliminate terrorism,” he said, adding that narrative-building had been an important part of that effort.

Tarar said terrorism had been eliminated to a large extent by 2017, after which investment had started returning to Pakistan and the security situation had improved. He argued, however, that a subsequent change in policy had caused significant damage to the counter-terrorism campaign.

“The four years of efforts against terrorism suffered greatly because of the policy reversal,” he said, adding that political parties had not been taken into confidence when the policy was changed.

Tarar said Pakistan had also achieved significant diplomatic gains and had emerged as a mediator, contributing to an improved international perception of the country.

“Pakistan's soft image has emerged across the world,” he said, adding that the government was working to further improve the country's image through “the power of narrative”. He said terrorism had no colour, race or religion, and that the state would not tolerate attempts to impose ideologies through violence.

Tarar further said the National Action Plan's legal framework needed to be further strengthened, while the government, provinces and other institutions continued working together to counter terrorism and extremist narratives. “Policies must have continuity, and political parties should reach consensus on them,” he said.

Referring to the Pahalgam attack and the subsequent tensions with India, Tarar said the battle over perceptions had begun even before any military confrontation.

He questioned India’s account of the incident, asking how an FIR could have been registered within half an hour of the attack and how alleged attackers could have travelled from the Line of Control to Pahalgam in such a short period through difficult mountainous terrain.

“If the attackers entered the area so easily, where were India’s security arrangements, and why were they not detected?” he asked.

Tarar said Prime Minister Shehbaz Sharif’s offer at the Pakistan Military Academy in Kakul for an internationally conducted, transparent investigation into the Pahalgam incident had left India without an effective response.

He said Pakistan had used international media platforms to highlight its own experience of terrorism, including 90,000 deaths among soldiers, police, law enforcement personnel, politicians, professionals and civilians, including children.

“Pakistan is a country that has sacrificed in the war against terrorism; it cannot be compared with a country that promotes terrorism,” he said.

He also referred to the arrest of Indian national Kulbhushan Jadhav in Balochistan, saying Pakistan had presented the case as evidence of Indian involvement in terrorism. “When these facts were presented before the media, India had no answer,” he said.

Tarar maintained that Pakistani society and the country’s security forces had acted as a “shield” between terrorists and the rest of the world. “If Pakistan and the Pakistani people had not fought this war against terrorism, these terrorists would have been roaming in countries around the world,” he said.

Tarar said terrorist groups had increasingly shifted towards “soft targets” after facing setbacks against security forces. He cited the Jaffar Express attack and said security agencies had conducted the subsequent rescue operation with professional expertise.

He also said there was “no doubt” that an external hand was involved in terrorism in Pakistan. Tarar said the government was strengthening the legal and institutional framework to address cybercrime, misinformation and online activity that could contribute to extremist narratives.

“We have established a Digital Communication Department on modern lines,” he said, adding that the government had offered provincial administrations assistance in establishing similar departments.

He said the department used artificial intelligence-based monitoring and speech-to-text technology to track emerging narratives and issues in the digital space.

Tarar also highlighted Pakistan TV's efforts to promote a positive national image through content on culture, music, cuisine, arts and tourism. He said the government was willing to support the establishment of television channel bureaux in southern districts of Balochistan to address delays in reporting from the province.

He also praised the Balochistan government's efforts on the narrative front and said development in the province had always remained a government priority. He said Prime Minister Shehbaz Sharif and Chief of Defence Forces and Chief of Army Staff Field Marshal Asim Munir were committed to Balochistan's rights and prosperity.

Tarar said the prime minister's decision to provide funding for improvements to the N-25 highway had received broad support.

He also cited measures taken for Balochistan during Shehbaz's tenure as Punjab chief minister and said Punjab Chief Minister Maryam Nawaz had provided Rs15 billion to the Balochistan government for counter-terrorism efforts.

He argued that political parties should develop consensus on policies of national importance so that they could continue regardless of which party was in government.

Citing the Rescue 1122 emergency service as an example, Tarar said Shehbaz had continued the project after becoming Punjab chief minister in 2008 despite its association with a political opponent and that it was later expanded into a nationwide programme.

SLAMABAD   -   A district-level orientation session of the Pakistan Women Leaders Mentorship Programme was held in Islamabad to introduce women from diverse political, professional, media, business, civil society, and legal backgrounds to the mentorship journey ahead.

The session was organized by the Sustainable Social Development Organization (SSDO) at its head office in Islamabad, following the launch of the Pakistan Women Leaders Mentorship Programme last month. The initiative is funded by the European Union (EU) and jointly implemented by UN Women Pakistan and the Trust for Democratic Education and Accountability (TDEA), through its partners, including SSDO in Islamabad.

The orientation provided participants with an overview of the mentorship programme and its objectives, with a particular focus on strengthening women’s leadership capacities, expanding professional and political networks and creating opportunities for women to contribute more effectively to public and political life. The programme brings together women from different sectors and backgrounds with the aim of supporting the development of the next generation of women leaders in Pakistan.

The organizers said the initiative would continue to create inclusive spaces where women can enhance their leadership skills, build meaningful networks and play a stronger role in decision-making and public affairs.

 پاکستان ویمن لیڈرز (PWL) پروجیکٹ کے تحت ایس ایس ڈی او (SSDO) کی جانب سے TDEA، UN Women اور یورپی یونین (EU) کے تعاون سے ضلع راولپنڈی میں ضلعی اورینٹیشن سیشن کا انعقاد مقامی ہوٹل میں کیا گیا۔ سیشن میں مختلف سیاسی جماعتوں، سول سوسائٹی، بار ایسوسی ایشن، میڈیا اور دیگر متعلقہ اداروں کے نمائندگان نے شرکت کی۔ سیشن کا مقصد شرکاء کو پاکستان ویمن لیڈرز پروجیکٹ کے بارے میں آگاہی فراہم کرنا اور خواتین کو سیاسی، سماجی اور فیصلہ سازی کے عمل میں آگے آنے کے لیے دستیاب مواقع سے متعارف کرانا تھا۔
 
اس موقع پر ایس ایس ڈی او (SSDO) کی طرف سے شرکاء کا خیرمقدم کیا اور فاؤنڈیشن کے کام اور سماجی و ترقیاتی شعبوں میں اس کی خدمات کے بارے میں مختصر آگاہی دی۔ انہوں نے کہا کہ معاشرے کی ترقی میں خواتین کا کردار انتہائی اہم ہے اور انہیں قیادت اور فیصلہ سازی کے مواقع فراہم کرنا وقت کی اہم ضرورت ہے۔ اس اورینٹشن میں شرکاء کو پراجیکٹ کے مقاصد، سرگرمیوں اور خواتین کے لیے دستیاب مواقع کے بارے میں تفصیل سے بتایا گیا۔ پاکستان ویمن لیڈرز پروجیکٹ کا مقصد خواتین کی قیادتی صلاحیتوں کو بہتر بنانا، ان کے اعتماد میں اضافہ کرنا اور انہیں سیاسی و سماجی عمل میں مؤثر کردار ادا کرنے کے لیے تیار کرنا ہے۔ اورینٹیشن پروگرام میں شرکاء کو آن لائن درخواست جمع کرانے کے طریقہ کار کے بارے میں عملی طور پر آگاہ کیا گیا۔ ا اورپاکستان ویمن لیڈرز کے آن لائن پورٹل پر درخواست کے مختلف مراحل کو تفصیل سے سمجھا یا گیا امیدوار فارم میں مطلوبہ معلومات کس طرح درج کرکے اپنی درخواست مکمل اور جمع کرا سکتی ہیں۔

شرکاء کو بتایا گیا کہ یہ 34 ماہ کا پروگرام ہے، جو پاکستان کے 57 اضلاع میں جاری ہے۔ پروگرام کے تحت خواتین کی قیادت کو فروغ دینے کے لیے تربیتی سیشنز، بوٹ کیمپس، مینٹورشپ اور دیگر سرگرمیوں کا اہتمام کیا جائے گا۔

سیشن کے دوران شرکاء نے خواتین کی سیاسی اور سماجی شرکت، پروگرام میں درخواست دینے کی اہلیت، نامزدگی اور انتخاب کے طریقہ کار سمیت مختلف امور کے بارے میں سوالات کیے، جن کے جوابات دیے گئے اور ضروری رہنمائی فراہم کی گئی۔

شرکاء نے پاکستان ویمن لیڈرز پروجیکٹ کو خواتین کو آگے بڑھنے اور قیادت کے مواقع فراہم کرنے کے حوالے سے ایک اہم اقدام قرار دیا۔ انہوں نے اس بات پر زور دیا کہ سیاسی جماعتیں، سول سوسائٹی، میڈیا، بار ایسوسی ایشنز اور دیگر ادارے اپنے اپنے حلقوں میں اہل اور باصلاحیت خواتین تک اس پروگرام کی معلومات پہنچائیں تاکہ زیادہ سے زیادہ خواتین اس موقع سے فائدہ اٹھا سکیں۔

- Nutrition awareness at the community level people- particularly women, girls, and children to transform and improve their lives for better involvement in the household and outside. 
- Engagement of different stakeholders and communities to improve water quality, wastewater treatment, drinking water, and open defecation through awareness raising and local engagement support.

- Capacity building of youth on leadership skills including life skills constituting of critical thinking and problem solving, creativity and innovation, communication, self-awareness and confidence, personal management, and interpersonal skills.

- Strengthening resilience and adaptive capacity to climate-related hazards and natural disasters in Pakistan
- Advocacy to integrate climate change measures into national policies, strategies, and planning
- Spreading education and awareness and building human and institutional capacity on climate change mitigation, adaptation, impact reduction and early warning
- Promoting mechanisms for raising capacity for effective climate change-related planning and management focusing on women, youth, and local and marginalized communities.


Climate Change and Environment Protection 

- Collaborating with relevant state departments:
- To control and combat transnational organized crimes such as Trafficking in Persons, Especially of Women and Children; the Smuggling of Migrants by Land, Sea, and Air; and the Illicit Manufacturing of and Trafficking of Drugs and Firearms. 
- On developing and amending of domestic criminal offences (participation in an organized criminal group, money laundering, corruption, and obstruction of justice).
- The adoption of new and frameworks for extradition, mutual legal assistance, and law enforcement cooperation.
- And the promotion of training, collaboration, coordination and providing technical assistance for building or upgrading the necessary capacity of national authorities.
•	Localising the global efforts to combat the transnational organized crimes through partnership and collaboration.
